This whole process has dreamed by a company in Phoenix, AZ called Red Flex. They sold the concept to cash strapped cities as a low cost revenue stream, just sign a five year contract with the company and collect your share of the fines.

Before anyone shouts, "Just follow the law", understand that Florida's law is diferent.
From the actual article: "According to the red-light camera law, drivers are allowed to make right turns "in a careful and prudent manner," but that phrase isn't clearly defined for police and traffic magistrates." In this case the driver rolled through the right turn with his brake lights on (proved by the photo) while the left turn arrows were lit and there would be no cross traffic.
That sounds careful and prudent to me. If a cop had been present and observed it, I would hope they would have exercised a modicum of discretion and let that go.

The theory of red-light cameras seems sound, but the implementation certainly leaves a LOT to be desired.
Since the majority of red-light cameras are installed and maintained by private companies contracted to municipalities, a profit has to be guaranteed - why else would a private company install something? Not to operate at a loss, that's for sure.
Take the profit out of it and see how unpopular it becomes - even more unpopular than it is now with the driving populace.

I'd rather have the red light cameras than have to watch our government paying for salaries for police officers to sit on their asses in a cruiser waiting for someone to roll through. The cameras are cheaper to operate and provide a more persistent deterrent to violations. As I recall from one case study in TN, these systems even yield more revenues than from sending out officers to do the same thing. I'm in favour of having a larger portion of the cost of government and policing be funded by the people taking the risks rather than the rest of the taxpaying public.
